Congressperson Moves to Reinstate Bicycle Commuter Tax Benefit

By Charles Pekow — Remember when you could take a tax deduction for biking to work? It was in the Internal Revenue Service code between 2009 and 2017, when Republicans during the first Trump Administration killed it. Now, some senators want to bring it back.

Sen. Peter Welch (D-VT) introduced the Bicycle Commuter Act of 2025 (S. 2023), which would restore the pre-tax Bicycle Benefit Subsidy Program and expand it to include e-bikes, bikeshare, and scooters. Employees could only use the benefit if employers offered it. Current law allows it for parking and public transit. Unlike the previous law, workers who take the bike credit could also take other commuting benefits.

The bill was referred to the Finance Committee. The same bill was introduced in the House as H.R. 3936 by Rep. Mike Thompson (D-CA) and referred to the Ways & Means Committee.
